What is Site Council?
Each school in every district shall establish a school site council composed of the principal and representatives of teachers and other school personnel, parents of pupils attending the school, the business community, and other community groups. School site councils shall be responsible for providing advice and counsel in evaluating state, school district, and school site performance goals and objectives and in determining the methods that should be employed at the school site to meet these goals and objectives. Site councils may make recommendations and proposals to the school board regarding budgetary items and school district matters, including but not limited to, identifying and implementing the best practices for developing efficient and effective administrative and management functions. Site councils also may help school boards analyze the unique environment of schools, enhance the efficiency and maximize limited resources, including outsourcing arrangements and cooperative opportunities as a means to address limited budgets.
The site council consists of at least six to twelve members and includes the principal, teachers, other school personnel, parents of students attending the school, the business community and other community groups. Selection of site council members will be at the discretion of the building principal based upon the needs of the building the site council serves. Factors considered by the principal include, but are not limited to, the following:
The maximum term for parent and community members is three (3) years. Teachers and other school staff will serve one (1) year terms.
For the sake of stability, consistency and continuity, the principal may designate some positions for shorter lengths so as to stagger new membership. Members vacating a position may continue to fill the position until an appropriate replacement has been found.
Councils meet at regularly scheduled times agreed upon by site council members.
Councils meet at least six times annually.
Council agendas include discussion of student learning, safety, community awareness, and facilities.
