Susan Doyle
Interim Chief of Personnel
Susan Doyle has been the chief of personnel for USD 232 since 2025.
Before joining USD 232, Susan was a district office administrator for human resources in Arizona for nine years. Prior to that, she served as a building principal for 12 years. Susan began her career in public education as a high school English and drama teacher in Kansas, Missouri, and Arizona, teaching for 16 years.
Susan holds a master’s degree in school leadership and a master certificate of human resource management from Villanova University. She received her bachelor’s degree in secondary education from the University of Kansas (Rock Chalk Jayhawk!).
Susan currently resides in Eudora, Kansas, with her husband, two dogs, and one cat.
Clark McCracken
Director of School Administration
Clark McCracken joined USD 232 in 2019 as the principal of Lexington Trails Middle School. During his time at Lexington Trails, he focused on staff development, school improvement, and expanding opportunities for students through programs that increased engagement and connectedness. In 2026 he transitioned to the Administrative Offices as the director of school administration, supporting all school buildings and administrators.
Prior to joining USD 232, McCracken worked in education for more than 15 years as a language arts teacher in Kansas City, Kansas Public Schools and Bonner Springs–Edwardsville USD 204. He also served five years as principal of Delaware Ridge Elementary School in Bonner Springs.
McCracken holds a master’s and a bachelor's degree in education and is licensed as a building and district leader in Kansas. Throughout his career, he has been committed to developing educators, supporting school improvement efforts, and creating positive learning environments for students and staff.
As a parent, McCracken has a deep connection to the district and community, with two graduates of De Soto schools and two children currently attending USD 232 schools. He values being an active member of the De Soto community and is proud to both serve and raise his family in USD 232.
Megan Cibulski
Administrative Assistant & Wellness Specialist
Megan Cibulski joined USD 232 in 2023 and currently serves as the wellness specialist for Human Resources and administrative assistant at the Administrative Offices.
Cibulski brings nearly 20 years of experience working with children and families in a variety of settings, including foster care, treatment facilities, reading programs, before- and after-school programs, and public schools. Throughout her career, she has served as a paraeducator, attendance secretary, after-school art instructor, director and lead teacher for JCPRD, and youth care advisor.
Cibulski has a bachelor’s degree in psychology from Washburn University.
Outside of work, Cibulski enjoys spending time with her two sons and serves as president of the National Association of Railway Business Women – Kansas City Chapter. She is an avid reader, enjoys creating art, and has a passion for all things spooky.
Gabby Philbrook
District Benefits Manager
Gabby Philbrook joined USD 232 in 2001 and currently serves as the district benefits manager at the Administrative Offices. In her role, she oversees employee benefits programs, retirement education, wellness initiatives, and compliance activities, supporting more than 1,100 benefits-eligible employees throughout the district. Throughout her career with USD 232, Philbrook has worked closely with employees, administrators, and benefit providers to ensure staff members have access to comprehensive benefits and the information they need to make decisions about their health, financial, and retirement planning.
Prior to joining USD 232, Philbrook gained experience in customer service and administrative roles that helped develop her strong commitment to serving others and solving complex employee benefit issues.
Outside of work, Philbrook enjoys reading, planning her next travel adventure, tackling home and landscaping projects, and spending time with her family and friends.
Brooke Reeder
Human Resources Specialist, Classified Personnel
Brooke Reeder joined USD 232 in 2025 and serves as the district’s classified human resources specialist, where she enjoys supporting staff and helping create a warm, welcoming experience for employees across the district.
Reeder also serves in the U.S. Army Reserve, where she has been a human resources specialist since 2018, an experience that continues to shape her commitment to service and people-centered work.
Reeder has a Master of Business Administration, Human Resource Management Concentration from Park University and a Bachelor of Science in Accounting from the University of Missouri–Kansas City. Outside the office, Reeder loves spending time with her husband, Zach, and their two dogs, Honey and Ace.
Isabel Zarate
Human Resources Specialist, Certified Personnel
Isabel Zarate joined USD 232 in February 2026, where she serves as the district’s HR certified specialist. She brings an energetic, people‑centered approach to her work and is known for blending efficiency with genuine care for staff and families.
Before joining USD 232, Isabel served as an HR director for Chick‑fil‑A, leading teams and shaping workplace culture. Prior to her HR career, she worked in California in sustainability and recycling program implementation, helping cities, jurisdictions, and schools launch initiatives that made environmental impact feel both practical and inspiring.
Isabel earned her journalism degree from Fresno State University, a foundation that sharpened her communication skills and her ability to connect with diverse audiences. Her career path reflects a unique mix of public‑sector innovation and private‑sector leadership.
A California transplant, Isabel has two children who attend USD 232 schools and stay active in De Soto sports. When she’s not working, Isabel and her family can be found exploring local parks or whipping up something sweet together in the kitchen.
